I am thinking about bringing my 3.5 year old daughter there, but I worry about the schooling there. I have been able to find schools that teach english as a supplementary thing, but no “international” schools. I don’t want to put her in a Chinese school because I fear she will be at a disadvantage to other kids because of the language barrier.

I don’t know of any good foreign language schools there, but I have to agree with the first answer that many expats homeschool their children.
Also, you might be able to find an answer to your question, or other questions about China at http://www.daxueyingyu.com/forum. There you will find English-speaking Chinese and foreigners who will be more than happy to help you in anyway they can.

your daughter will pick up the Chinese language extremely fast, especially at her age, she may end up speaking Chinese better than English, have you considered homeschooling? Lots of expats in China do this for several reasons, you will be hard pressed to find an international school in Hainan it is still not very international as far as expats living there, in my search I have not found anything yet, but I will keep looking
